The 4 states are the only ones indexed so far. It looks as though they are working on indexing in the order in which the images were added.

If you go to
http://images.ancestry.com/iexec?htx=List&r=0&cat=1930USFEDCEN,
you will see 4 states that are searchable and below the search box are the 46 states that they have images online for.
