Well, the name law does *not* actually say
(paraphrased) : "you *have to use one of the
following names for your child:" - it says :
"you may not give your child a first name
which is likely to cause discomfort to the
child during its upbringing".

But the interpretation of the law has just
been liberalized quite a bit : if you can
read Norwegian, here is an URL to a circular
from the Norwegian dept of Justice (found on
Odin - the Norwegian government web server
for public information and documentation):

Rundskriv (circular) G-81/99

In this circular it is made clear that some of
the old interpretations of the name law detailed
in circular G-150/91 should be disregarded, and
that a lot more will have to be considered to be
acceptable names.

So I imagine that what you may be looking for is
"rundskriv G-150/91"
