The quick answer to your question is that Veteran is a town along
the northern edge of Chemung County just north of the Town of
Horseheads, which contains the City of Horseheads. I don't know what
its postal address would be.
In New York State, a town, which is an administrative subdivision
of a county, will often not lend its name to a US Post Office. It may
even have within it a village or city known by an entirely different
name. For example, just northwest of Veteran in Schuyler County can be
found the Village of Watkins Glen, which I'm sure has a post office,
but it lies in the Town of Dix, which almost certainly has any post
office by that name. Another example lies in Chemung County, where the
communities of Endwell, Endicott, and Johnson City lie entirely within
the Town of Union. Only one or two of the three probably have a US Post
Office by the name of the community and I'm sure Union has no post
office by that name.
Confusing? Just remember that a Town in New York State is a section
of the County and many, like Veteran, may be entirely rural in
character lacking a post office and a commercial or political center of
any kind.
