Hello

I have heard people call Westchester, Ulster and many other downstate places
Upstate. But I do not think of them as Upstate because when I lived in NYS
they were all downstate to me. However in my personal opinion I would
consider that Jefferson, Lewis, Hamilton, Warren, Essex, Clinton, Franklin,
St Lawrence and the Top Portion of Herkimer and Top Portion of Washington
would be Upstate NY in Reality. These Counties make up the Top Portion of the
State of New York.

I think that originally as people migrated North in New York State it became
a term of speech to say that one had moved "upstate" if the area was north of
their former location. .
