I'm not sure it has entirely died out. The UK yellow pages contain four snuff manufacturers or dealers.
I think it is still used by tobacco addicts in locations where conventional cigarettes or pipes are unwise. In my junior clerk days I handled the fire (and explosion!) insurance of a gunpowder and fireworks factory and I'm pretty sure that the owners GAVE their employees snuff to prevent them pursuing the more-immediately lethal alternatives.
Amongst such locations is the UK House of Commons; again I think it's provided free - i.e. at the taxpayers' expense - but can't find any source to confrim this. I'm meeting an MP tomorrow evening and will try to remember to ask him.
