It is not until this happened that I realised just what did happen.

A fair number of the survivors say they stood looking at the sea as it
rolled out --- not having ever seen anything like this before --- and just
not realising what it mean ..... If they had had prior warning of this -
they would have known --- known to have run like the clappers ......

You don`t have a lot of warning, one moment the water is there, the next
moment it rolls back and exposes the sea bottom and that`s when you start
running, before it comes thundering back!
I do agree there should have been some warning of the quake, they are
supposed to have such high tech. equipment these days
