EDUC is another tag like PROP and SSN where the GEDCOM object of the tag is,
in this case, an achievement.

If Bill is following the standard, this might work:

1 EDUC
2 NOTE Shannon's first educational experience was at "Miss Dorothy's"

3 CONT Spokane, Washington. It was while attending Pioneer that she began

You also might want to try changing the CONT tags to CONC.
