My husband's grandfather married a woman whose brother married the
grandfather's sister. My husband's brother was positive that the children of
those two marriages had the same blood as if they were siblings instead of
cousins. Was he correct?

My grandfather's brother married my grandmother's sister. Thus the
children of these two couples were cousins on both sides of their
family-- double cousins.
