I switched to the "agency" suggestion. Everything formatted very nicely. I
have put in much of the necessary source information for one individual and
it looks good. I only have a few thousand hours of work remaining to update
everything that is needed.
Thanks to everyone for the suggestions and ideas. It all contributed to
working out the needed understanding about how to get this to work.

Actually there is a much simpler solution: When you create a new source
using this template, next to the blank field where you put the author's name
there is a drop-down list. If you use "agency" instead of "author," you
will get the correct results.
