The general rule is:
If the year is divisible by 4, it's a leap year.
The exception to the general rule is:
If the year is also divisible by 100, it's not a leap year.
The exception to the exception to the general rule is:
If the year is also divisible by 400, then it is a leap year after all.
So, 1896 and 1904 were leap years as normal, 1900 wasn't (being
divisible by 100 but not 400), but 2000 will be (being divisble by 400).
