No. The "removed" designation is to account for a different number of
generations descent from the common ancestors. Persons who share a pair
of grandparents are 1st cousins. Persons who share a pair of
great-grandparents are second cousins, and so on.

If my great-grandparents are the same as someone else's grandparents,
the that other person and I are 1st cousins, once removed. In other
words, the children of my 1st cousin are my 1st cousins, once removed,
but my children and my 1st cousin's children are 2nd cousins.
