Hullo Larry...........Cornwall and Devon are separate Counties..they are
adjacent to eachother.
Seeing that Harold RICHARDSON was born in 1867, he, would, more than
likely to be on the 1881 census.
You could make a visit to your nearest LDS Family History Centre or your
City Library, as Larger Libraries do hold the 1881 Census Index...and
look at Devon and Cornwall Surname Index...if not found, then look at
neighbouring counties...or just do a systematic look county by county.
Harold RICHARDSON would be 5yrs old at the time and surely he would be
at home with his parents.
You could do the same for Winifred JAMES.
Once found...then a street index for the 1891 census could be helpful to
locate them in this time frame.
