Since this is addressed to List Owner I am assuming you receive this
via a mailing list? Have you considered the USENET News format? A good
newsreader will always pick up any missing posts going back up to a
couple of weeks (depending on server capacity) and should provide
the same delivery service in other respects. All ISPs I have come
across offer News services.
