I am concerned about this charging method, especially for a
service which we hope to see available on the internet. We
are all aware that when you click that search button you
do not always get the result back, even if the server sent
it to you. The connection may break or time out. The
charging system needs to reflect this. A better model is
to allow searches over a fixed period such as 24 hours at
a single charge.

If the PRO and DERA have not even considered this and have written
the charging system into the contract then I wonder how little
else they have really thought through.
