The debate on the 1901 census appears to be somewhat sidetracked into
the name index, the prison system and role of the FHS.
It would seem this index is only a peripheral issue, which could if
necessary be completely replaced, if found useless. The core deliverable
(as I understand) is the very large database of images, which will be
commercially produced. It is appropriate to focus on this more significant
area and instructive to ask regarding the quality and size (for
downloading) of the page images, the method and quality of delivering an
address/street index - and whose responsibility that is.
