This might be a bit conservative, you only give her an upper age limit of
24. Unless you have reasons to the contrary, I'd check at least 10 years
earlier.

In rare cases, there's more info on baptismal certificates than on birth
certs.

What about her death cert? It should at least solve the mystery of her age,
giving you a better chance at getting her birth cert.
