If the real problem is simply an inactive moderator, all is needed is
someone (or a team of people) willing to do the job. Either the
consent of the former moderator, or evidence that he or she has not
responded to email for an extended period, is sufficient to get the
moderation address at isc.org changed. If anyone wants to offer, the
place to discuss this is news.groups.
