I've just received the following letter from the General Register
Office at Southport:

I write to you as a holder of a microfiche copy of the General
Register Office's birth, death and marriage indexes.
As you may know the terms and conditions of sale relating to index
information over one hundred years old was relaxed in May last year.
This change allowed fiche holders to make index information over 100
years old available to others and allowed them to charge e.g. for
accessing an Internet site.
It is now proposed to further relax the restrictions to index
information less than 100 years old. Copyright will still need to
be acknowledged and the information should not be used in a misleading
context.
Subscribers to the CD ROM premium service ("un cleaned" index data for
recent registrations) should note that restrictions will still apply
to making this "un cleaned data" publically available.
It is intended that these changes should take effect from the 1st
April 2003 unless representations are received to the contrary.

On this basis 1837online (and others) should be up and running fairly
soon. The reference above to "un cleaned data" refers to index
data which can be purchased but which is not yet publically available
at the FRC (currently data for Jan - Dec 2002)
