Yes.... it is up to each list admin to chose whether or not to make the
British-Genealogy.com list archives public or available only to
subscribers.

They are the administrators of *their* mailing lists, and this is a
point that I leave up to them.

I can see advantages and disadvantages of both approaches.

I was not aware that there were "disagreements" between Rootsweb list
admins on this matter, and I don't see why there should be.

If you mean "differences of opinion" then that would be a different
matter. There are different points of view on the topic.
