Not true. Different bits of Christianity do not necessarily recognise
the baptism given by other bits of Christianity. The rule you quote
applies if a child has been 'done' CoE and then its parent(s) seek to
get it done again CoE.
I'm one of those people done twice (and it didn't do me much good, I
know). The CoE baptism simply did not exist as far as the RC church was
concerned. So they did me again.
