What was on the envelope is irrelevant - it is bound to be from the GRO
(which is a part of the Office for National Statistics or ONS). Anyone
charging for certificate services will simply look up the entry in the
indexes, order the certificate from the ONS/GRO and get them to send it to
their client's address, why should they waste some of their overcharging
profit on reposting a certificate?

It is the name on the invoice, cheque etc. that matters.
