RESULT
soc.genealogy.computing charter change fails 51:48
There were 51 YES votes and 48 NO votes, for a total of 99 valid votes.
There were 2 abstains.
For passage, YES votes must be at least 2/3 of all valid (YES and NO)
votes. There also must be at least 100 more YES votes than NO votes.
There is a five day discussion period after these results are posted.
Unless serious allegations of voting irregularities are raised, the change
may not be voted on again for six months.

RATIONALE: soc.genealogy.computing charter change
The soc.genealogy.computing newsgroup was established to create a
discussion area relevant to the use of computer software and hardware as an
aid in genealogy research. The newsgroup has been in recurring debate over
the content of numerous messages posted to the group since its creation.
The proposed changes are intended to clarify the proper use of this
newsgroup and establish revised guidelines that are clear and
understandable to the general readership.
This newsgroup is attached to the GENCMP-L mailing list currently at
ROOTSWEB.COM, which maintains searchable archives for this newsgroup/
mailing list.

Discussion of computer-based genealogical tools/resources of any type,
provided the discussion pertains specifically to the genealogical
application of hardware and/or software - not just tech support of the
hardware and/or software, if it can be utilized for other purposes not
related to genealogy.
Posts to soc.genealogy.computing should conform to the guidelines
found in the current version of RFC 1855, Netiquette Guidelines
(October 1995 at the time this is written). A link to this document
is included in the monthly posting of the soc.genealogy.computing FAQ.
For each given major topic category, Software, Hardware, On-line resources,
Other computer resources, and Meta-discussions concerning the entire
soc.genealogy.* hierarchy, these enumeration's are not exhaustive.
Software:
programs, tafel generators, chart utilities, GEDCOM format, OCR
software, etc.
Hardware:
computers, printers, scanners, and laptop/software combinations,
digital cameras, zip drives, back-up storage drives, etc.
On-line resources:
related gophers, webs, ftp sites, lists.
library catalogs.
geographic or history servers.
data archives (eg. tafel repositories)
etc.
Other computer related resources:
CD based data.
Other electronic forums; Web pages, Chat Areas, BBS's, Fidonet,
etc.
Meta-discussions concerning the entire soc.genealogy.* hierarchy.
periodic posting of key FAQs and charters.
how to access the archives of sister groups.
problems with or suggestions for any sister group.
etc.
The topics in this newsgroup are widely varied, so it is strongly
encouraged that subject lines include the standard abbreviation of product
names, when a particular product is referred to, to permit the general
readership to determine which posts are of interest. The generally
accepted abbreviations will be posted in the soc.genealogy.computing
monthly FAQ.
Since computing includes on-line resources, and this certainly includes
Usenet, discussion about the soc.genealogy.* groups themselves is
considered appropriate. Discussion of computer equipment, systems, software
or techniques not directly related to genealogy should be posted to a
newsgroup specific to the question. In most cases this would be in the
comp.* hierarchy.
Announcements of recent availability of and discussion of freeware,
shareware or commercial software and services are acceptable, but
advertisements from vendors, including "for-sale" posts from individuals,
are not. In general, if the poster expects to gain a financial profit
from a post, the post should goelsewhere, e.g. soc.genealogy.marketplace,
misc.forsale or biz.*
For the purpose of this charter a "commercial entity" or "vendor" shall be
defined as any person, organization or business who generates income or
receives services in kind based on products or services provided.
An "Advertisement" or "Ad" is considered to be any message containing
direct information concerning products or services available where a fee
or trade is required as a condition of receiving the product or service.
Vendors of genealogy computer hardware/software products who participate in
discussions are required to limit their posts to support, solicitation of
information, or announcement of their products as provided within this
charter.
Vendors are required to answer directly by e-mail, questions that are most
probably of limited interest to newsgroup participants beyond the person
submitting the original question. Refer to RFC 1855.
Support:
Answering technical questions of general interest to the readers of
the newsgroup.
Posting of known bugs/defects, their interim work-arounds and
projected releases in which the bugs/defects/suggestions will be
provided.
Vendors are encouraged to post FAQ (Frequently Asked Questions) on
a monthly basis.
Solicitation of information:
When a vendor intends to develop a significant upgrade to his/her
product, it would be appropriate for the vendor to make a one-time
announcement of a proposed upgrade with a request of desired
features, enhancements, or changes. Posts should NOT include
current features, as this would amount to promotion of the product.
It is presumed that users of the program already know the features
of a product, and proposed features/enhancements would most
likely come from users of that product. However, others may wish
to input also, and vendors can easily disregard non-useful
suggestions. Newsgroup/mailing list members responding to a vendors'
request in this section are requested to send the response directly
to the vendor.
Not acceptable:
Comparison of various products' features, by and between vendors,
is generally considered sales and/or advertising, and thus is not
permitted.
Vendors are not permitted to attach their mailing list to this
newsgroup, or provide a gateway to/from this newsgroup and their
mailing or other resource, such as a chat area, either on a
web page or other service.
