>From context, it appears that he was referring to the UEP (Unique Event
Polymorphism) type of mutations in the paragraph where he said that the Y
chromosome DNA has a lower mutation rate than mtDNA. That would be correct.
He later discusses the STR type of mutations we are using in genealogical
studies, which are much more frequent (and therefore more useful for
relatively recent times).
