Anne -- I e-mailed FTDNA about how they handle mtDNA matches in their Recent
Ethnic Origins database, and here is Bennett Greenspan's response:

"The mtDNA database works in a similar fashion to the Y-DNA database of
Recent Ethnic Origins in we invite people to tell us what country they are
from.  In Anne's case she didn't match anyone in the mtDNA database, so she
didn't see any other record.
 
Unlike the male database we do not show miss-matches, because the mutation
speed is generally so slow with the mtDNA that a 1 step miss-match means the
relationship is probably 1000's of years back, whereas the 11/12 on the males
side can be just a handful of generations back.
 
On the HVR-2 testing that we do, we include the 'hot' zone of 309-315 in an
attempt to try to cause a split in large groups, and will report on the
success of this in the future."

I think you've already looked for matches in the Mitochondrial DNA
Concordance, right?
