Orin,
It could be a duplication of the locus, but you would expect it to be passed down to his sons. It also could be that the 12,13 man is a 47, XYY male. This is not uncommon (~1/1000 in European men). It this case the extra Y chromosome does not usually get passed down. I would expect most XYY men would not be noticed (by DYS testing) because they would have a 12,12 which would look like a 12. If this man is XYY he would also have had a mutation on one of his two Y chromosomes. BTW, XYY men do not have any major problems, physically or mentally.
