In a graph I associate with Dennis, DYS393=14 was indicated to be present in
about 5% of the Iberian segment of R1b. The Anatolian segment had a much
smaller fraction. My inclination has been to treat this result as
representative of the general population, but that may not be correct. A
problem I had was that the man who had 14 was a descendant of a man with 13,
implying a rather recent mutation (or a misinterpreted relationship). In
your case with all the Hurst group having 14 you need to consider the
possibility that the mutation occurred over 1000 years ago.

I suggest that your sampling strategy ought to include being a diverse as
possible to get some idea whether the 14 is ordinary or rare. In general, it
is not wise to pay undue attention to any one marker.
