Not just FTDNA customers. It also includes the subjects of the
academic research projects at the University of Arizona, and one of
the specialties there is Ashkenazim. You can expect to get a few
Ashkenazi hits for almost any haplotype. Don't be misled.

You can read about the ins and outs of Ashkenazi studies in numerous
papers on-line. One of the salient points: Ashkenazi Y DNA includes
a lot of contributions from the neighbor populations because the
children of a Jewish mother were generally raised as Jewish.
