Your results for the two tests on 464 were 15, 15, 17, 18 and 15, 15, 15,
17, so that appears to be two differences. But as I remember, FTDNA simply
lists the results in numerical order. If you reorder the second set to 15,
15, 17, 15, you only have a difference at one locus from 15 to 18. I don't
know how often 3-step mutations are found at 464.
