Every haplogroup has a set of modal values -- the most common values at each
marker for that haplogroup.

If your brother is far from the mode for R1b, it should not be surprising if
he has few matches. If your husband is close to the mode for E3b, he could
have several matches.

Just a general question here. My brother's R1b has just 2 near matches..a
couple of two step mutations, but my husband just got his E3b back and seems
to
have about 15 exact matches. I have read his E3b is common among Spanish and
Sephardic Jews, but so many matches. Is there a general reason no one would
match my brother and so many my husband? Thanks anyone. Margretta
