Uh, yes.
First ... this LEll paper is seriously and fatally deficient
in size, both in numbers of people and in completeness
of markers.
First, a close look shows that there is only one M17 person
in the New World. I do not see which one of the seven
STR haplotypes it is but I didn't search closely. The other
M17 folks are in Siberia.
And you can't separate out R1b from Q, nor I from
a host of related types. Thankfully you can separate out
N3 (tat). Without a good look at the relative numbers of
R1a, R1b, I, and N3 people in a given are it is very hard to tell
if there was European influx, without a really really good
set of STRs.
So basically this paper alone is USELESS for looking at
minor trends possibly involving European-dominant folks.
You need more data.
At this point I will look at my paper collection to see
if I can find out more about R1a in Siberia, as well
as distintinguishing Q* from R1b and finding I.

Well, I found very little more. There are a few more R1a's
lying around Siberia, and a few Is lying about Kamchatka. But precious
few if any R1bs.
I think the main explanation of a single R1a person in Costa Rica
is that it is European of recent import. STRs might tell, but we
simply don't have them. Further speculation is useless: much
larger data sets are needed.
