Peter,

Never had such a problem in any of my six projects involving about 50
test kits in total ... two of which went to Europe and back.

Have you asked FamilyTreeDNA.com about it? Have you triple checked the
address and zip. Does the recipient have any problems with other mail
disappearing in his neighborhood?

If the address is correct, then I guess one could try sending the 3rd
kit via registered mail with proof of delivery, etc.

Also, one could speculate that the receiver could be using "I never got
the test kit" as a reason to not complete it. Just thinking out loud
with that one.

Only thing to do is try a 3rd time with some sort of tracking system
and/or proof of delivery method to be sure it gets there or find out
where it is ending up.
