I am surpirsed that people with physical access to university libraries
have difficulty getting acces to journals. I have never, ever, been
stopped from simply walking in to the regular reading rooms of
a university library, even if I was not associated with that library,
and getting a journal off the shelf and reading it. And I have tried it
at several libraries, both nearby and far off.

At my local university library, all scientific journals are
openly displayed, as are computer terminals that allow use
of (and printing from!) online journals. Not all humanities
periodicals are, however, especially genealogical ones. For those
you need stack access, or proof of Illinois residence.
