Concerning E3b modals for any normal FT DNA markers (which include 448 and
449), John McEwan's analysis can be helpful.

and 32 for 448 and 449 in all E3b clusters except one, E3bSTR3, which has
DYS449=33.)
The ysearch numbers can be used to see full haplotypes at www.ysearch.org
You could also look at the E3b project which is on FT DNA. It is one of the
"geographical" projects.

The modals for 448 and 449 seem to be 20 and 32 on this list of 38 members.
Whenever I have done bigger extractions from the ysearch database I got the
same values. Between 18 and 21 for 448 and between 29 and 33 for 449.
These are probably modals for a Northern European sub-group of E3b because
it should always be kept in mind that E3b is much more common and diverse in
south east Europe.
For C4 you'll have to look to www.ybase.org or http://smgf.org - for example
by putting in some of the typical E3b values and then seeing what C4 values
people have.

Someone studying subclade E3b may know if it has some strong modals at the
markers 448, 449, and C4m and what they may be? If the differences in these
markers for the 4 haplotypes by themselves are basically neutral in
providing evidence of which values are closer to the common ancestor, I'd
argue that the values closest to the modals for that subclade are the more
likely values for the common ancestor.
