First, a housekeeping note -- I haven't been snipping my responses, and I apologize to the list for that. Trimming down extraneous/old material in responses is good list netiquette, and reduces the burden on those who are subscribed in DIGEST format.

Mutation rates are a hotly debated topic, and there are a number of knowledgable folks on the list who can add to this.
There is a table of mutation rates at:

that lists a mutation rate of 0.012373 for DYS449; I think this is the best data I've ran across for it (i.e., based on the number of datapoints they are basing the mutation value on). Although FTDNA notes DYS449 as "fast moving", this is a *very* fast moving value.
The .0070 value is certainly reasonable (and still "fast moving" compared to other markers), though.
