Subject: Do these results indicate Haplogroup I1c?

A participant in one of my projects obtained the following 25 marker
results in FTDNA order:
14, 23, 15, 10, 13, 16, 11, 13, 11, 14, 12, 31, 15, 8, 10, 11, 11, 25, 14,
20, 27, 11, 14, 14, 15
FTDNA predicts haplogroup I.
Whit's calculator using all 25 markers gives the following scores:
I1c, 67; I1b, 49; J, 43; Q, 29; G, 28.
Whit's calculator using only 9 markers gives the following scores:
I1c, 58; I1b, 14.
I would appreciate learning from those of you who have looked more closely
than me at STR values for the various haplogroups whether I can safely
conclude that these results indicate haplogroup I1c. Thanks in advance.
