They give the autosomal data by region ... BUT not the STR data. How
frustrating!

Here is their data, given as fragment length. Clearly, from context in the
paper, 151/159 is 19, 23, and 151/155 is 19,21.

most common in Russians, as well as in other European
populations. The frequencies of alleles YCAII*149/153
and YCAII*151/155 in Russians were intermediate
between their frequencies in West European populations
and Finnish-speaking Maris. Rare YCAII alleles
149, 153, 147/153, 147/155, 147/161, and 159/161 were
detected only in ethnic Russians."

"We also analyzed the Y-chromosomal haplotype
frequencies in ethnic Russians (Table 6). Haplotype
16 151/159 25 was most common (0.196) in the Russian
population. Its frequency is even higher (0.257) in
Maris and 4–5 times lower in West European populations.
Thus, the frequency of this haplotype tends to
increase eastwards (Fig. 2). Interestingly, haplotypes
15 155 24 and 15 151/153 23 were detected only in
Russians."
