The two of you are at a genetic distance of 19, so you are not related to this fellow anytime in the last several thousands of years. Hart is a surname with multiple origins, and in this case, you are clearly not descended from a common Hart ancestor.
He's in one haplogroup, a yet to be named subgroup of R1b1c, which is defined by S21+. You are in a different haplogroup, R1b1c*.
While two people can be in the same haplogroup with a genetic distance of 19, it is certainly not surprising when they aren't.
