I don't think any one lab offers all the markers that the Irish study used,
but as you noted a mix of labs will give you most of them. I'm not aware of
any company that offers 435 and 436 commercially.
The program was designed and run by geneticists, so I imagine they collected
and typed their own samples at their own university lab. I don't know
whether they had complete control over the markers used or just picked among
available research multiplex kits to get the 17 marker set that they used.
Don't forget that when this project got under way, most research efforts
were typing based on six markers; the Irish study involved a huge increase
in resolution and detail compared to standard practice. The STRs studied
were obviously determined at an early stage of the project, possibly while
commercial testing operations were still offering only 10 or 12 markers. As
the commercial labs expanded their offerings, they tended to avoid some that
the Irish study had chosen to inspect. I don't know why, but I suppose the
labs were looking for a mix of fast-moving, slow moving, and in-between
markers that would give the best overall power of discrimination between
haplotypes. The Irish study probably tried to do that too, but opted for a
different mix.
