13 13 15 17 at 464 is esoteric for R1b. 8-9 at 459 is
unusual.

In the Clan Donald we have one near-match who is 13 13 15 16 at
464 and 8-9 at 459. He mismatches at two very fast places in the
third panel, at that 16 versus 17 at 464d, by one each at
448 and 449, is 25 at 390, and by one at 439. This 30/37
match would have a most probable TMRCA right about at
Niall himself. When plotted on a Fluxus chart of the
R1b Clan Donald, leaving out 464, our guy fits clearly in
the pruported "Irish Niall" area. However, when plotted
using parsimony or distance using PAUP* *similar to
McEwan's chart) on teh R1b Clan Donald, he is way out in
an amorphous area, because of the 13-13 at 464ab.

This is an usual haplotype. If you really are a male-line
descendant of Niall, you should be able to find others who
are equally as close as the guy I found at the Clan Donald,
and have at least some of the esotericisms. And ... have
the proper paper trails! In this case more markers would be
very useful and more matching people with paper trails essential.
