No, you have that backward. The page you cite correctly shows that

1st cousins have common ancestors 2 generations ago (i.e., grandparents)
2nd cousins have common ancestors 3 generations ago (i.e.,
great-grandparents)
Etc.
7th cousins have common ancestors 8 generations ago

In general, nth cousins are at the same generation level. 'Removed' denotes
different generation levels.
