The price for the upgrade by 37 to 67 markers takes into account that FTDNA
has already extracted the DNA. If FTDNA did offer just markers 38-67, the
price woujld be higher to cover the cost of extraction. They did make a
decision only to offer the upgrade -- your guess is as good as mine as to
why.
