If these individuals are of a rare haplogroup wouldn't the chance of a
recent common ancestor be greater than if they are say R1b1?

This question is kind of generic to the whole area of relatedness since I am
under the impression that most of the beliefs about recent relatedness are
based on R1b1 studies.

It means study each others information carefully and look for places and
other names in common - try to find the common element and look for
non-paternity event, adoption, name change that might have occurred for one
or the other.

How close of matches do each have with their own surnames?

exact match on a 37 marker test, what does that mean?
