The most severe problem with P25 is that it has been observed to
occasionally be absent in people who are, in fact, R1b1c. It is this
absence which is an "unreliable indicator".

Generally speaking, you are safe to conclude that P25+ means you are
R1b1c. Unless your STR haplotype suggests some question about your
assignment in haplogroup R1b1, I see no reason to worry.

In any event, you would probably get more bang for the buck with an
STR upgrade since relatively few people receive a subclade assignment
from FTDNA's DeepSNP-R1b test.
