Of course Romans could have introduced E-V13 into Britain, but so
could Beaker Folk, Celts, Anglo-Saxons or Normans or Jews etc.. To
determine what fraction of E-V13 is due to any of the immigrant
groups, we need to consider the frequency of E-V13 in the source
population as well as the strength of the immigration relative to the
population of the British Isles at the time. It seems unlikely to me
that Romans of any kind were the main source of E-V13 in Britain.

Certainly Romans could have included troops from populations with a
higher frequency of E-V13, although the frequency differences between
southern and central Europe are not striking unless the troops
originated in the Balkans. However, the frequency is not the only
consideration: by Roman times, Britain was more populous than before,
thus the new arrivals would not have affected the British gene pool as
much. Moreover, Britain has received many more immigrants over time
from central and western Europe than it has from southern Europe.
Hence, on balance it seems more likely that the greater part of E-V13
in Britain is not of Roman origin.
