Some confirmation of your conclusion. One of the R1b1c9a (i.e. null439) Foxes originally was given 14, 14, 16, 16 at DYS 464 by FTDNA, whereas the rest of the group was 14, 16, 16, 16. FTDNA was asked to review his result and stood by their values. So we did 464X testing at DNA Fingerprint on him and another of the group and they were both 14c, 16c, 16g, 16g. Relative Genetics also gave him 14, 16, 16, 16.
This was over a year ago.

Clearly, DYS 464 can cause problems in interpretation.
