FTDNA's haplogroup prediction algorithm is based on the genetic distance
across the first 12 markers only.

Since 7PT4X and 3JQRX exactly match on the first 12 markers, they have
identical Haplogroup tabs. Here are the SNP-confirmed neighbors of 7PT4X on
his Haplogroup tab:

1 step away: 2 E3b, 1 E3b1

2 steps away: 9 E3b, 4 E3b1, 1 D2, 1 H

7PT4X does not qualify for the Genographic Project right now because his
haplogroup prediction (and therefore that of 3JQRX also) is so weak. In
fact, if he had not ordered a deepSNP himself, FTDNA would have eventually
run a free haplogroup test; but of course, that would have resulted only in
E3b, without resolution to either E3b1 or E3b3.
