No, not to any appreciable degree.
If you need a phenomenon to support your conclusion,
you'll need to look elsewhere.
Lawerence posted a list of R1b1c a few weeks ago that
all had DYS438=11, if I recall correctly. It is rare,
but not SO rare that it is unheard of.
