We know WHEN Stonehenge was built, and what culture was there at the time,
right? A new group of people from somewhere else could have built it if
they were building something similar where they came from.

Or by who built stonehenge, do you mean, what strata of society built
stonehenge? I should think that would be harder to ascertain. One might
guess based on the level of stratification of the society that built
Stonehenge. If there were slaves in the society, then it is hard to
think the priests and kings built Stonehenge with their own hands, but on
the other hand, maybe the peasants helped out, and maybe the peasants were
"free", and maybe they were serfs. But I cannot imagine that the lowest
rungs of the society that built Stonehenge, whatever those lowest rungs
were, thought up a massive, expensive and labor intensive project like
Stonehenge all by themselves, they were the only ones who wanted it, and the
upper classes both let it happen and provided the resources. Either the
entire society actively wanted the monument built, or its upper ranks did.
Whether those people were newcomers in that geographical area has relevance
to genetics.

As to R1b - it sheltered in Spain during the last ice age. It was present
in England when Stonehenge was built. LOL! Exactly how long ago do you
think Stonehenge was built?!
