I suspect so, else we have to imagine a scenario where a bunch of kids managed to survive the sudden death of their parents before they learned to speak or/and understand the language or the population suddenly decided to invent a new language totally indepentedly from their previous language knowledge, none of these seem to me probable. Also what came first, the spoken language or the physical ability to speak?
