I looked up Welsh in the OED which is generally regarded as
accurate. It states that the etymology of the word (1000 CE) refers
to the name for the native inhabitants of England versus the Anglo-
Saxons and was used by both groups. So whether it meant noble savage
or slave or whatever depends upon both the speaker and the listener.
